The Scarlett is a fun Tie Up Petti-Skirt and Legwarmer Set. The Scarlett Petti-Skirt is comprised of two pieces, the bottom ruffled petti-skirt and the tie up skirt topper. They are created seperately to allow multiple skirt toppers to be made for the bottom ruffled petti-skirt. This allows for many different styles without a lot of sewing!The Skirt Topper has an adorable ribbon tie up and back waist elastic to allow for ease of fit.
